The smartphone are categorised in three prices
1. Budget oriented phones (₹5000-₹10000)
2. Midrange phones (₹11000-₹22000)
3. Flagship phones (₹23000-₹....)
It will be dependent on this whether you need budget oriented or mid-range or flagship, prices
2.YOUR NEEDS TOWARDS PHONE:
The needs depend on your usage of your phone on major part whether you are camera centric user, gaming user, high end battery user. If any of these is your major part of using a smartphone then other flaw wouldn't mind much.
3.SELCTING RIGHT OS :
There many OS in the smartphone world major user uses android ,ios . There are other OS such as BlackBerry, symbian, webOS, bada, Meego,tizen etc.
But i would recommend you to use android as per my preference until and unless your a buisness class person.
